Skatteverket POS Certification: A Complete Guide for Swedish Restaurants (2026)

If you run a restaurant in Sweden, your cash register has to meet Skatteverket's rules. It is not optional. If it does not, you can get hit with kontrollavgift (control fines), skattetillägg (tax surcharges), or worse, an audit. This guide walks you through what certification means, what the current rules are, and how to make sure your POS stays compliant in 2026.

What is Skatteverket POS certification?

Skatteverket (the Swedish Tax Agency) requires cash register systems used by businesses in Sweden to meet certain technical and functional requirements. The whole point is to stop tax fraud by making sure every sale gets recorded properly and cannot be changed after the fact.

The rules are written up in Skatteverket's regulations. The current framework is SKVFS 2014:9 as amended by SKVFS 2021:17 (Skatteverkets föreskrifter om krav på kassaregister). From January 1, 2027, all cash registers need to fully comply with SKVFS 2021:17. You can find the full regulation text on Skatteverket's website.

Key requirements under SKVFS 2021:17

1. Sequential receipt numbers

Every sales receipt and return receipt needs a unique, sequential number. The numbering has to be continuous. Gaps in the sequence are a red flag during an audit. Proforma receipts, training receipts, and draft slips should not eat up fiscal numbers.

2. Control unit (kontrollenhet)

For some cash register setups, a certified control unit is required. The control unit is a hardware or software device that:

  • Gets a copy of every transaction
  • Stores the data in a tamper-proof format
  • Generates a cryptographic signature for each receipt
  • Can produce a control unit report during a Skatteverket audit

3. Daily Z-report (dagrapport)

At the end of each business day, the POS has to spit out a Z-report (daily report) that sums up:

  • Total sales by payment method (cash, card, Swish, etc.)
  • Total returns and refunds
  • Net total for the day
  • The range of sequential receipt numbers covered

You need to keep Z-reports for at least 7 years.

4. Receipt content requirements

Every receipt has to include:

  • The business name and organisationsnummer
  • A sequential receipt number
  • Date and time of the transaction
  • Items sold with quantities and prices
  • VAT breakdown (separate amounts for each VAT rate)
  • Total amount
  • Payment method
  • Control unit signature (if applicable)

5. Journaling

The POS must keep a journal (journalminne) - an internal record of every transaction that cannot be altered after the fact. This is separate from the control unit. The journal is considered accounting records (räkenskapsinformation) under the Bookkeeping Act (bokföringslagen), which means you are required to keep it for 7 years after the end of the calendar year in which the financial year closed.

Skatteverket can request the journal during an inspection, and if you cannot produce it, that is a compliance failure in itself. The journal must capture every sale, return, and void - not just the totals.

VAT change from April 1, 2026

From April 1, 2026, the VAT rate on food changes, but not in the way many people think. The key distinction is whether the food is consumed on your premises or taken away:

  • Dine-in food (consumed at the restaurant): 12% VAT - unchanged. This is classified as a "restaurant service."
  • Takeaway food (to go, delivery, food apps): 6% VAT - new rate. This is classified as a "food product."

The reduction is temporary and runs through December 31, 2027.

This creates a real challenge for restaurants that offer both dine-in and takeaway. The same dish needs to ring up at 12% VAT when a guest eats in, and 6% VAT when they take it to go. If your POS cannot handle different VAT rates for the same product depending on the order type, you risk:

  • Charging customers the wrong amount
  • Reporting incorrect VAT to Skatteverket
  • Getting hit with a tax surcharge (skattetillägg) for incorrect VAT reporting

Compliance checklist for restaurant owners

Before you start using a POS system in Sweden, check off:

  • [ ] The POS is certified by Skatteverket (ask the vendor for proof)
  • [ ] The system uses a certified control unit (or qualifies for an exemption)
  • [ ] Receipts include all required fields (name, org number, sequential number, VAT breakdown)
  • [ ] Daily Z-reports can be generated and exported
  • [ ] Z-reports and receipts are kept for at least 7 years
  • [ ] The POS journal (journalminne) is maintained and retained for 7 years per the Bookkeeping Act
  • [ ] Proforma and training modes do not use up fiscal receipt numbers
  • [ ] The POS can apply different VAT rates for the same product (12% dine-in, 6% takeaway) starting April 1, 2026
  • [ ] The system will be fully SKVFS 2021:17 compliant by January 1, 2027

What happens if you are not compliant?

Skatteverket can hit you with two types of penalties:

Kontrollavgift (control fine)

This is the direct penalty for cash register non-compliance, handed out during inspection visits:

  • 12,500 SEK per inspection if your cash register does not meet the requirements
  • 25,000 SEK if a new violation happens within one year of a previous kontrollavgift

Skatteverket does unannounced inspection visits. During a visit, they might check your receipts, count customers, make test purchases, and verify that your control unit is working.

Skattetillägg (tax surcharge)

If non-compliance leads to underreported income on your tax return, Skatteverket can add a tax surcharge on top:

  • 40% of the unreported income tax
  • 20% of unreported VAT, employer contributions, or other taxes

This is on top of the kontrollavgift. In serious cases, the agency can also report the business owner to the police for tax offenses (skattebrott).
